Working Together

What we do

The CTO recognises digitalisation as one of the foremost transformative opportunities of our time. It continues to transform our world in ways that would have been unimaginable just a few decades ago. The CTO’s strategic direction seeks to assist its members in accelerating their digital transformation journeys.

We are committed to assisting member countries in leveraging the potential of ICT for development and achieving the United Nations Sustainable Development Goals.

The work of the CTO is focussed on transforming the everyday lives of each Commonwealth citizen, delivering work that results in tangible benefits with a measurable positive impact on the operation of national governments.

We recognise that digital transformation is not a one-size-fits-all process. Each member state needs appropriate frameworks to meet their own unique circumstances and challenges. The aim is to create a digital society that benefits all citizens, promoting inclusivity, accessibility, and sustainable economic growth.

We carry out the following:

  • Arrange public awareness activities to educate citizens on the transformative potential of ICT.

  • Guide and support in-country consultations to determine national development priorities.

  • Conduct desk-based reviews and carry out research into appropriate ICT solutions, working with Members to formulate plans and training needs for implementation.

  • Arrange training programmes to equip public servants in implementing digital transformation plans.

  • Coordinate implementations and impact measurement.

We achieve our work by:

  • Engaging with trusted strategic partners.

  • Harnessing the expertise of our network of experts.

  • Encouraging collaboration between CTO Members

  • Soliciting funding for digital transformation programmes.
